Why 'renewal' doesn't exist for under-16s
DS-82 mail renewal requires the previous passport be issued at age 16 or older — so every under-16 passport 'renewal' is really a fresh DS-11 application with both parents consenting again. The child's expired passport doubles as proof of citizenship and identity.

Teens 16-17: the middle ground
Sixteen and seventeen-year-olds still use DS-11 in person — but they get the 10-year adult passport ($165 total) and need only 'parental awareness': one parent should attend or provide a signed note + ID copy. Once 18, all future renewals use DS-82 by mail.
Timing tip: if a child is nearly 16, waiting can convert their next passport into the 10-year version — much better value.
